A citation index is a bibliographic database with extra citation analysis features.  One such feature is the ability to view the context of an article in terms of the items it cites, and also the articles that cite it. With this we can view articles referenced by the item (published prior to it) and those referencing an item (published after it). Well known citation indexes include the science citation index (SCI) and the social science citation index (SSCI) provided by Web of Science™.
