YHEC works with NICE to inform public health guidelines in England

Our partnership with the National Institute for Health and Care Excellence (NICE) in England is central to our mission of providing robust, independent health economic analysis and evidence synthesis. We have a long-standing history of supporting NICE across various programmes, helping to ensure that guidance is based on the most rigorous evidence available.

Our collaborations with NICE

YHEC has supported NICE in the following capacities:

YHEC is an External Assessment Group (EAG) for NICE’s HealthTech programme. Our role is to provide methodological support to NICE, helping them assess which devices and diagnostics are clinically effective and cost-effective. This partnership helps the NHS to adopt innovations more rapidly, improving patient care and resource allocation.

YHEC acts as an EAG for the following pathways:

We previously served as the Economic and Methodological Unit (EMU) for the Public Health and Social Care Centre. In this capacity, we produced in-depth economic analyses, models, and cost-effectiveness reviews to support NICE’s Public Health Advisory Committees. This work was crucial in developing guidelines on a range of public health issues, including influenza vaccination, tobacco harm reduction, and smoking cessation.

From 2009 to 2017, YHEC was commissioned as the National Collaborating Centre for Indicator Development, in collaboration with the University of Birmingham. During this period, we developed a systematic approach to assess the cost-effectiveness of new indicators for the NHS’s Quality and Outcomes Framework. Our economic analysis provided key insights for the NICE Indicator Advisory Committee, helping to shape new performance indicators that improve the quality of primary care.

Our experience as NICE committee members

YHEC’s experience extends beyond providing external assessments. Our staff includes individuals who have served on key NICE committees, allowing us to understand the evaluation process from the inside. This unique perspective ensures our clients receive advice that is methodologically sound and aligned with NICE’s decision-making framework.

Our Director of Pharmaceuticals is a current member of NICE’s Highly Specialised Technologies Evaluation Committee. Moreover, our Director formerly served as Scientific Lead for NICE’s Economic and Methodological Unit, was an Expert Adviser for the NICE Centre for Guidelines, and was a member of the Public Health Advisory Committee.

This direct experience provides us with a deeper insight into the criteria and considerations that drive NICE’s recommendations, helping our clients navigate the UK HTA landscape more effectively.
